{"id":298,"date":"2020-12-07T17:03:48","date_gmt":"2020-12-07T22:03:48","guid":{"rendered":"https:\/\/courses.bowdoin.edu\/education-2272-fall-2020-lcummins\/?page_id=298"},"modified":"2020-12-21T00:18:56","modified_gmt":"2020-12-21T05:18:56","slug":"undocumented-students","status":"publish","type":"page","link":"https:\/\/courses.bowdoin.edu\/education-2272-fall-2020-lcummins\/undocumented-students\/","title":{"rendered":"Undocumented Students"},"content":{"rendered":"<h3>Undocumented youth have a\u00a0<em>right<\/em>\u00a0to education\u00a0in America.<\/h3>\n<ul>\n<li><span style=\"font-weight: 400\">In 1982, the Supreme Court Case <\/span><i><span style=\"font-weight: 400\">Plyler vs Doe <\/span><\/i><span style=\"font-weight: 400\">guaranteed all youth, regardless of their immigrant status, a right to an equal education. <\/span>\n<ul>\n<li><span style=\"font-weight: 400\">The Court said: \u201c\u2018<em>the long-range costs of excluding any children from the public schools may well outweigh the costs of educating them&#8230;By denying these children a basic education, we deny them the ability to live within the structure of our civic institutions, and foreclose any realistic possibility that they will contribute in even the smallest way to the progress of our Nation<\/em>\u2019\u201d (American Immigration Council, 2016).\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3>But <strong>despite the Supreme Court\u2019s ruling, there have been many efforts, both subtle, and blatant to undermine this right.<\/strong><\/h3>\n<ul>\n<li>1994, California\u2019s Proposition 187: \u201c<i>prohibited public elementary and secondary schools from admitting any student who was not lawfully present in the United States, and which required schools to notify federal immigration authorities within 45 days of any student reasonably believed to be in violation of federal immigration laws\u201d\u00a0<\/i>(<span style=\"font-weight: 400\">American Immigration Council, 2016).\u00a0<\/span><\/li>\n<li>2006, Elmwood Park, Illinois: \u201c<i>denied enrollment to a student who had overstayed the tourist visa on which he had originally entered the country\u201d\u00a0<\/i>(<span style=\"font-weight: 400\">American Immigration Council, 2016).\u00a0<\/span><\/li>\n<li>2011, Alabama: \u201c<em>enacted a measure requiring school administrators to determine the immigration status of all newly enrolling students, and to submit an annual report to the state Board of Education setting forth all data obtained under the requirement<\/em>\u201c (<span style=\"font-weight: 400\">American Immigration Council, 2016).\u00a0<\/span><\/li>\n<\/ul>\n<h3>While all of these efforts ultimately failed given their violations of the Plyler vs. Doe ruling &#8230; the efforts themselves are evidence that US schools drastically under support undocumented students.<\/h3>\n<p>As is evidenced by the following statistics:<\/p>\n<ul>\n<li><span style=\"font-size: 1rem\">Every year, an estimated 80,000 undocumented yo<\/span><span style=\"font-size: 1rem\">uth turn 18, while approximately 65,000 graduate from high school (US Dept. of Edu, 2015).\u00a0<\/span><\/li>\n<li><span style=\"font-size: 1rem\"> Just 54% \u00a0of undocumented youth have at least a high school diploma, compared to 82% of their U.S.-born peers (US Dept. of Edu, 2015).\u00a0 <\/span><\/li>\n<li><span style=\"font-size: 1rem\">Only 5-10% of undocumented high school graduates continue their education and enroll in an institution of higher education (US Dept. of Edu, 2015).\u00a0<\/span><\/li>\n<li><span style=\"font-size: 1rem\">Most attend community colleges, where after 3 years, the graduation rate is approximately 20% (Cahill, 2016, pg. 123).<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Undocumented youth have a\u00a0right\u00a0to education\u00a0in America.
