President of SPFE, Mary Catheryn D. Rickert had discovered a similar framework after a recent trip to Finland. She was inspired by their work and the connections they created within the community to mobilize change for their schools. Rickert&#8217;s first step in introducing a similar proposal to the SPFE and St. Paul was to ask teachers, parents and community members three important questions, &#8221; what are the schools Saint Paul children deserve? Who are the teachers Saint Paul children deserve? And what is the profession those teachers deserve?&#8221; (Fought Pg. 21) Their answers and responses outlined the direction in which the SPFE was headed next. Shortly after, the SPFE compiled a book club that looked at articles, court cases, documents, books and research to support their ideas. In 2013, the proposal had come together and was eventually passed and included within their 2012-2015 contract negotionals. The proposal contains seven sections: Educating the Whole Child, Family Engagement, Smaller Classes, Teaching, not Testing, Culturally Relevant Education, High-Quality Professional Development, and Access to Preschool. Each section contains graphical data, quotes from teachers and parents, photos, and goals within each section to highlight and emphasize the dedication towards the proposal. The work done in St. Paul by the SPFE has created an influential and groundbreaking framework for other grassroots organizations, teacher-unions, and education activists.
