{"id":131,"date":"2021-04-30T10:48:21","date_gmt":"2021-04-30T14:48:21","guid":{"rendered":"https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/?page_id=131"},"modified":"2021-05-24T08:29:05","modified_gmt":"2021-05-24T12:29:05","slug":"challenges-in-the-arctic","status":"publish","type":"page","link":"https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/challenges-in-the-arctic\/","title":{"rendered":"Overarching Challenges of International Security and Cooperation in the Arctic"},"content":{"rendered":"<h2>Solving contentious challenges in the Arctic necessitates collaboration amongst key stakeholders.<\/h2>\n<h3><strong>We conducted four case studies in the area of international cooperation and security:<\/strong><\/h3>\n<ul>\n<li><strong>Russia and NATO militarization<\/strong><\/li>\n<li><strong>China and Militarization in the Arctic<\/strong><\/li>\n<li><strong>Non-Indigenous Whaling<\/strong><\/li>\n<li><strong>the North Atlantic mackerel fishery<\/strong><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">The four case studies detailed under the <\/span><b>\u201cIssues &amp; Policy Ideas\u201d<\/b><span style=\"font-weight: 400\"> tab demonstrate the importance of the participation and engagement of all relevant stakeholders in contentious Arctic issues. <em>The lessons gleaned from these case studies can be applied globally, even beyond the Arctic.<\/em><\/span><\/p>\n<h4><strong>Overarching questions of Arctic cooperation and security:\u00a0<\/strong><\/h4>\n<ul>\n<li><span style=\"font-weight: 400\">How do <strong>global power dynamics<\/strong> affect the Arctic region? <\/span><\/li>\n<li><span style=\"font-weight: 400\">How do regional conflicts in the Arctic affect <strong>global governance<\/strong> and flows of topology?<\/span><\/li>\n<li><span style=\"font-weight: 400\">How do we address <strong>growing competition<\/strong> over increasingly accessible natural resources?<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">How do we encourage <strong>cooperation<\/strong> between Arctic actors with very different interests?<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">How do we ensure that key Arctic actors do not feel\/are not excluded in decision-making processes?<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">How do we <strong>keep peace<\/strong> in the Arctic?<\/span><\/li>\n<\/ul>\n<h4>Diversity, breadth, and relevance of our case studies:<\/h4>\n<p><span style=\"font-weight: 400\">The case studies we present on this website cover diverse topics. However, militarization in the Arctic by Russia, NATO, the US, and China are all closely linked to one another because each actor is responding to the actions of other Arctic actors.<\/span><i><span style=\"font-weight: 400\">\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">The regulation of non-indigenous whaling and of the North Atlantic mackerel fishery also share common themes and obstacles with each other. In both case studies, Arctic actors have struggled to find common ground in terms of fisheries management.\u00a0<\/span><\/p>\n<p><strong>Issues regarding fisheries and militarization may seem unrelated, but they are linked through shared challenges of cooperation and inclusion.<\/strong><\/p>\n<p><span style=\"font-weight: 400\">It should be noted, too, that some of our case studies have broader impacts on Arctic politics than others. For example, militarization generally has a greater effect on people\u2019s lives and is assigned a higher degree of urgency in international political discourses. For this reason, discussions of security issues can sometimes overpower discussions of other challenges of great importance.<\/span><\/p>\n<h4>Important background information:<\/h4>\n<figure id=\"attachment_136\" aria-describedby=\"caption-attachment-136\" style=\"width: 449px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/wp-content\/uploads\/sites\/526\/2021\/04\/arctic-map.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-136\" src=\"https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/wp-content\/uploads\/sites\/526\/2021\/04\/arctic-map-300x300.jpg\" alt=\"Digital illustration of map showing position of Arctic Ocean and surrounding continents\" width=\"449\" height=\"449\" srcset=\"https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/wp-content\/uploads\/sites\/526\/2021\/04\/arctic-map-300x300.jpg 300w, https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/wp-content\/uploads\/sites\/526\/2021\/04\/arctic-map-150x150.jpg 150w\" sizes=\"auto, (max-width: 449px) 100vw, 449px\" \/><\/a><figcaption id=\"caption-attachment-136\" class=\"wp-caption-text\">Kindersley n.d.<\/figcaption><\/figure>\n<p>&#8220;The Arctic Council is the leading intergovernmental forum promoting cooperation, coordination and interaction among the Arctic States, Arctic Indigenous peoples and other Arctic inhabitants on common Arctic issues, <strong>in particular on issues of sustainable development and environmental protection in the Arctic.<\/strong>&#8221; (Arctic Council 2021).<\/p>\n<p>Per the Arctic Council&#8217;s founding document, the 1996 Ottawa Declaration, <strong>the Council cannot engage with issues of military security.\u00a0<\/strong><\/p>\n<p>The Arctic Council is composed of a central voting body made up of the <strong>Member States<\/strong> &#8211; <em>Canada, the Kingdom of Denmark (Greenland and the Faroe Islands), Finland, Iceland, Norway, Sweden, the Russian Federation, and the United States.<\/em><\/p>\n<p>Included as non-voting members of this central body are organizations representing Arctic Indigenous peoples called <strong>Permanent Participants<\/strong> &#8211;\u00a0<em>Aleut International Association, Arctic Athabaskan Council, Gwich&#8217;in Council International, Inuit Circumpolar Council, Russian Association of Indigenous Peoples of the North, Saami Council<\/em><\/p>\n<p>Lastly, the Arctic Council includes <strong>Observer States<\/strong>, NGO&#8217;s, intergovernmental organizations, and interparliamentary organizations who operate through the working groups to conduct research and create proposals for new protocols and guidelines. Observer states include <em>France, Germany, Italy, Japan, the Netherlands, People&#8217;s Republic of China, Poland, Republic of India, Republic of Korea, Republic of Singapore, Spain, Switzerland, and the United Kingdom.<\/em><\/p>\n<figure id=\"attachment_353\" aria-describedby=\"caption-attachment-353\" style=\"width: 355px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-353\" src=\"https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/wp-content\/uploads\/sites\/526\/2021\/05\/AC-states-map-230x300.jpg\" alt=\"\" width=\"355\" height=\"463\" srcset=\"https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/wp-content\/uploads\/sites\/526\/2021\/05\/AC-states-map-230x300.jpg 230w, https:\/\/courses.bowdoin.edu\/gov-2577-spring-2021-international-security-cooperation\/wp-content\/uploads\/sites\/526\/2021\/05\/AC-states-map.jpg 700w\" sizes=\"auto, (max-width: 355px) 100vw, 355px\" \/><figcaption id=\"caption-attachment-353\" class=\"wp-caption-text\">Lau 2015<\/figcaption><\/figure>\n<h6><strong>Defining the Arctic:<\/strong><\/h6>\n<p><span style=\"font-weight: 400\">The Arctic has many geographic definitions\u2014such as the Arctic Circle, the tree line, or the 10 degrees Celsius isotherm (Hough 2013, 2-6). But in today\u2019s increasingly globalized world, this definition of the Arctic is no longer sufficiently inclusive to facilitate effective regional governance. There are now relevant Arctic actors without an Arctic border that must have a say in Arctic governance.<\/span><\/p>\n<h6><strong>International Relations vocabulary:<\/strong><\/h6>\n<p><span style=\"font-weight: 400\"><strong>Militarization:<\/strong> The continual buildup of military infrastructure, personnel, and operations in a region.<\/span><\/p>\n<p><span style=\"font-weight: 400\"><strong>Cooperation:<\/strong> Actors working together toward a common goal.<\/span><\/p>\n<p><span style=\"font-weight: 400\"><strong>International Security:<\/strong> Military and diplomatic measures that nations and international organizations such as the United Nations and NATO take to ensure mutual safety and security (RAND Corporation 2021<\/span><span style=\"font-weight: 400\">).\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><em><span style=\"font-weight: 400\">To understand more about challenges surrounding international cooperation and security in the Arctic, see the case studies under the <strong>\u201cIssues &amp; Policy Section.\u201d<\/strong><\/span><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Solving contentious challenges in the Arctic necessitates collaboration amongst key stakeholders.
