The collapse of communism and the end of the Cold War were a period of remarkable popular mobilization. \u00a0The rapprochement of East and West in the early 1990s also provided an opportunity for the first global climate agreement, the Kyoto Protocol, to emerge. \u00a0However, the global political power balance also led to the idea \u201ccommon but differentiated responsibilities\u201d which determine states’ obligation to reduce carbon emissions. \u00a0This vision of \u201cfairness\u201d in climate politics is controversial and, to some degree, it pits the global North and South against each other in negotiations. \u00a0What other forms of \u201cjustice\u201d are advocated in climate negotiations? \u00a0What do these debates mean for the Paris talks in November 2015? \u00a0What type of global climate agreement might gain the agreement of all parties \u2014 North and South? \u00a0Why don\u2019t we see more popular mobilization around climate issues globally?<\/p>\n
