Arctic policy concerning Indigenous peoples and tourism is made by the Arctic Council which is composed of the eight Arctic states (Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States), six Permanent Participants (Aleut, Arctic Athabaskan, ICC, Saami, RAIPON, and Gwich’in), and several non-Arctic state observers.
