Conceptual Framework

Through my research on the opt-out movement and the organization Change the Stakes, I have found that there is little to no evidence that test-based classes are improving students’ outcomes. It is also clear that standardized testing favors people who have higher socio-economic statuses because they have access to tutors or different forms of academic support. The organization Change the Stakes named eight reasons for why children should opt out of testing. According to this organization, one reason why people should opt out is because teachers and students are praised for good test scores but also punished for bad ones, which disheartens children and has shown to decrease their desire for learning. Additionally, these “one-size-fits-all” tests are significant sources for stress for teachers and students. English Language learners and children with special needs are already vulnerable students and these tests don’t take them into account at all. In New York State, high school students are required to pass five “regents” exams in order to graduate. These regents exams are used on a students record, “school quality reports, and teacher development and education” (NY State Government, Regents Exam)
